Zoomlion Nigeria Signs Landmark Waste Management Agreement with Lagos State Government

Zoomlion Nigeria Limited, a subsidiary of the Jospong Group of Companies, is pleased to announce the signing of a transformative Waste Management and Processing Concession Agreement with the Lagos State Government. This Public-Private Partnership (PPP) marks a significant milestone in the effort to modernize and sustainably manage Lagos’s urban waste ecosystem.

The agreement was formally signed on May 26, 2025, at the Lagos State House in Alausa, Ikeja, by His Excellency Governor Babajide Sanwo-Olu and Dr. Joseph Siaw Agyepong, Executive Chairman of the Jospong Group. The signing ceremony was witnessed by Deputy Governor Dr. Obafemi Hamzat, Commissioner for the Environment and Water Resources Mr. Tokunbo Wahab, Attorney General Mr. Lawal Pedro (SAN), Special Adviser on Legal/PPP Mrs. Bukola Odoe, and Zoomlion Nigeria’s Managing Director, Ms. Habiba Abubakar.

Key Highlights of the Agreement:

  • Establishment of Material Recovery Facilities (MRFs):
    Two state-of-the-art Material Recovery Facilities will be constructed in Ikorodu and Badagry, with 2 plants of processing capacity of 2,400 tonnes per shift . These MRFs will not only handle Lagos’s current waste generation but are engineered to support the city’s growing population and urban waste demands for the next few decades.
  • Transfer Loading Stations (TLS):
    Transfer stations will be set up at the Olusosun (Ketu) and Solous III (Igando) dumpsites, enabling the daily diversion of 2,500 and 1,500 tonnes of waste respectively to the new MRFs. This will significantly reduce pressure on existing landfill sites and improve the overall efficiency of waste logistics.
  • Introduction of Self-Tipping Tricycles:
    A new fleet of self-tipping tricycles will be deployed to enhance waste collection in densely populated and hard-to-reach urban areas.
  • Job Creation and Skills Development:
    The initiative is expected to generate over 5,000 direct and indirect jobs, while fostering capacity-building opportunities for youth and women in the waste value chain.
  • Environmental and Public Health Impact:
    By diverting waste from landfills and increasing recycling capacity, the project will contribute to cleaner neighborhoods, improved drainage systems, and better public health outcomes.

Speaking at the event, Governor Sanwo-Olu emphasized:

“This agreement will redefine how we manage, process, and recycle waste in Lagos. It is a forward-looking solution that will position our city as a cleaner, safer, and globally competitive mega-city.”

Dr. Joseph Siaw Agyepong reaffirmed Zoomlion’s long-term commitment to Africa’s sustainable urban development:
